IncludUs Labs is the technical assistance arm of the IncludUs ecosystem. We partner with local governments, institutions, and community organizations to deploy Community Engineering™ — diagnosing civic systems, co-designing solutions, and building the infrastructure that makes cities more inclusive from within.

What We Do​

IncludUs Labs provides three core technical assistance services — each applying the Community Engineering™ framework to a different entry point.

1. City Diagnostic & Assessment
A structured engagement that maps a city's civic, economic, wellbeing, and climate infrastructure using the Community Engineering™ four-layer framework — identifying gaps, opportunities, and a co-designed action plan. Delivered in deep partnership with city government and community organizations.

2. Place-Based Implementation
A deployment that builds civic, economic, wellbeing, and climate infrastructure in partnership with local government or civic organizations — following the Community Engineering™ maturity model from Level 1 (Ad Hoc) toward Level 3 (Strategic) and beyond.

3. Institutional Technical Assistance
For foundations, corporations, and civic institutions seeking to align their systems with community leadership. Services include Community Engineering™ assessments, governance and program design, community and cultural infrastructure and strategic alignment — building the capacity of institutions to partner with communities effectively.

Our Approach - Community Engineering

COMMUNITY ENGINEERING™ — Our proprietary framework aligns four interconnected layers:

  1. People + Culture — who belongs, who participates, who feels represented

  2. Governance Design — how decisions are made, ownership is shared, accountability is structured

  3. Infrastructure Systems — technology, physical assets, service delivery, access and barriers

  4. Outcome Learning — feedback loops, continuous improvement, measuring what matters

We apply this framework through a 12-month place-based model: 3 months of diagnostic followed by 9 months of full implementation — in deep partnership with local government and community organizations.

 

Our goal: 40 city developments in 10 years.
