We are a collective of strategists, organizers, engineers, and cultural builders committed to one mission: helping bold, community-led ideas grow into real change. We work side-by-side with local leaders—those closest to the challenges and solutions—to design, build, and scale systems that create equity across health, education, the economy, the environment, and civic life.

Our approach is different because we are not just a funder or supporter. We’re a community engineer—co-creating frameworks, mobilizing resources, and equipping leaders to lead transformative change in their own communities. From research and technical assistance to events and digital platforms, we bring infrastructure to ideas that deserve to thrive.

Our Founder's Story
A Vision Born from Experience
Bacilia Angel is more than a founder — she’s a community engineer with a mission.
​
A proud daughter of immigrants from Jalisco, Mexico, Bacilia grew up in Stanfield, a small agricultural town in the heart of the Sonoran Desert. In a place where most opportunities were seasonal and systemic barriers were deeply entrenched, Bacilia witnessed firsthand how geography, income, language, and immigration status could shape a person’s access to education, healthcare, and political voice.

As a young girl, she worked alongside her mother selling burritos to farm workers — not just to make ends meet, but to survive in a system that offered little support. These early experiences in Stanfield instilled in Bacilia a deep understanding of rural inequities, the power of hard work, and the urgent need for systems that work with and for communities.

She became a first-generation college graduate, earning a degree in engineering and launching a career focused on transforming systems from the inside out. Bacilia went on to lead national equity initiatives at the U.S. Department of Veterans Affairs, Health and Human Services and the National Institutes of Health — helping redesign how healthcare reaches underserved populations. At MITRE, she spearheaded the creation of the Multicultural ERG Council and founded cultural networks that advanced diversity in STEM. Her leadership helped shape federal equity efforts, including contributions to the White House Equity Action Plan.

In 2022, Bacilia turned her attention to communities like the one she grew up in. She founded IncludUs to do something bold: engineer inclusive systems that give power back to the people — starting from the ground up.

Today, Bacilia leads IncludUs with vision, precision, and purpose — helping others turn their bold ideas into lasting change.
